The programme of Citizenship by Naturalisation for Exceptional Service by Direct Investment (ESDI) is testament of the Malta’s commitment towards recognising contributions of an exceptional nature and fosters socio-economic growth. The Maltese Citizenship Act (Chapter 188 of the Laws of Malta) provides avenues available for individuals and their dependents to acquire Maltese citizenship.

A dependant of the main applicant shall refer to a family member which includes, the spouse or partner in another relationship having the same or similar status to marriage, children under 18 years of age, unmarried children between 18 and 29 years of age that are financially dependant on the main applicant, parents and grandparents above the age of 55.

The ESDI affords applicants who are granted the citizenship full rights and privileges that Malta has to offer which include: 

  • The right to reside and work within the EU;
  • Visa free travel to over a 180 destinations;
  • The right to vote in both local and European elections; and
  • Access to high standards in healthcare and education.


There are specific criteria that one needs to meet in order to be eligible to qualify for the ESDI. Such criteria include that the main applicant:

  • Has been a resident of Malta for twelve or thirty-six months depending on the choice on amount of investment;
  • Has made an investment ranging from € 750,000 (if resident in Malta for twelve months) to € 600,000 (if resident in Malta for thirty-six months) for the main applicant, and an additional € 50,000 for each dependant;
  • Has purchased or leased an immovable property, having a minimum purchase value of € 750,000, or a minimum annual lease of € 16,000 and retains such immovable property for at least 5 years; and
  • Has donated € 10,000 to a registered non-governmental organisation.

A licenced agent needs to be appointed for the purposes of the application for the ESDI. FJVA is licenced under the Agents (Licences) Regulations of the Laws of Malta to assist in the application process.


The main applicant authorises FJVA in respect of all application matters and FJVA carries out its initial due diligence process;

FJVA submits the application on behalf of the main applicant and his/her dependants to the Community Malta Agency (the “Agency”);

The Agency performs due diligence and obtains first police clearance; and

Applicant and dependants are invited to Malta to provide the biometrics, after which a certificate of residency is issued by the Agency within 15 working days from correct submission of application.


FJVA submits eligibility application and all supporting documentation to the Agency as well as birth and marriage certificates to the Public Registry and Passport Office;

Agency performs due diligence and, upon being satisfied, informs FJVA of the Minister’s decision with respect to the eligibility of the applicant to apply for Maltese citizenship; and

A letter of approval for eligibility is issued by the Agency.


After 12 (or 36) months of residence,  FJVA presents the Citizenship Application;

Agency updates due diligence and upon being satisfied informs FJVA with the Ministers decision on whether the applicant can be granted Maltese citizenship;

Applicant is invited to Malta to take the Oath of Allegiance after which applicant is granted Maltese Citizenship.

ESDI is regulated by the Granting of Citizenship for Exceptional Services Regulations (S.L. 188.06) of the Laws of Malta.
