The Malta Permanent Residence Programme (MPRP) is a residency by investment programme, which grants the main applicant and their dependants the right to permanently reside in Malta, enjoying visa-free travel across the Schengen area and the right to penetrate Malta’s real estate market for an indefinite period of time. 

A dependant of the main applicant shall refer to a family member which includes, the spouse, children that are financially dependant on the main applicant, parents and grandparents. This means that the application may cater for up to four generations.

ELIGIBILITY AND CRITERIA

To be eligible for the MPRP, a set of criteria need to be met to obtain residency status. Such criteria requires that the main applicant: 

  • Is a third country national (ie excluding nationals from EU, EEA and Switzerland); 
  • Does not benefit from other residency or tax programmes available in Malta; 
  • Holds a qualifying property (as defined in the laws of Malta) as their residence for a period of five years; 
  • Has a valid travel document for themselves and their dependants; 
  • Is fit and proper and have a clean criminal record;
  • Is self-sufficient, and is able to maintain themselves and their dependants without resorting to the social assistance system of Malta; 
  • Is in possession of a health and sickness insurance covering all the expenses that the Government of Malta provides for its citizens; 
  • Does not pose any potential threat to the national security, public publicity, public health or public interest;
  • Is in possession of assets amounting to €500,000, out of which € 150,000 shall be in the form of financial assets (the qualifying property shall form part of such assets).

APPLICATION PROCESS

A licenced agent needs to be appointed for the purposes of the application for the MPRP.  FJVA is licenced under the Agents (Licences) Regulations of the Laws of Malta to assist in the application process;

The main applicant authorises FJVA in respect of all application matters and FJVA carries out its initial due diligence process;

FJVA submits the application on behalf of the main applicant and his/her dependants;

Upon submission of application, the applicant shall pay the non-refundable administration fee (€ 10,000) to Residency Malta (the “Agency”) and shall present evidence of possession of assets, to the satisfaction of the Agency (having a value of not less than €500,000, out of which € 150,000 in financial assets);

The Agency shall administer the due diligence and verification process of the eligibility of the main applicant and of any dependants and when satisfied, the Agency will issue a letter of approval in principle;

Within 2 months from the date of issue of the letter of approval in principle, main applicant shall pay the balance of the non-re-fundable administrative fee (€ 30,000);

Within 8 months from the date of letter of approval in principle, the applicant shall pay the contribution, present title to a qualifying property, make the donation, present sickness insurance and any other documents required; and

Applicant and dependants are invited to Malta to provide the biometrics after which a certificate of residency is issued by Agency.

MPRP is regulated by the Malta Permanent Residence Programme Regulations (S.L. 217.26) of the Laws of Malta.
